COMPLAINT DETAILS (from renter)

Worked with Lionsgate to rent an apartment in late May then sale of home fell through and had to cancel. After another offer on sale of home a month later Lionsgate/Richdale allowed me to use $180.00 initial fee to rent the same apartment that was still available. Set up electricity, Internet and renter\'s insurance per the documents provided during first meeting in May. Worked with Adam mostly over the phone - no additional review of details of rental or lease until 7/1/2017. Adam informed by phone all was good to go. Confusion over needing to have my adult son sign a lease - all taken care of and lease signed by 7/1/2017. Moved in 7/8/2017. I received a bill from NWP Services Corporation for $59.52 on 8/12/2017 dated 8/10/2017 for gas from 7/1/2017 through7/13/2017. Gas due was $9.52 and $50.00 for Property Vacancy Fees. Contacted Megan in Property Management office (Vine Street) on Sunday 8/20/2017. Megan explained it was in the lease that this would be charged when gas was not put in my name. I explained that I thought the paperwork listed either/or Black Hills or Lincoln Electric - I am new to this area and understood that for utilities I could sign up with either one of them - was not clear on the paperwork that one was gas and one was electric. Megan explained that it was clearly told to me when I signed the lease, she would print it off for me where I signed.... broken record and very irritating but I get it that it is her job (I\'ve had a job like that before so I really get the broken record thing!). I did not understand I needed to sign up for both Black Hills and Lincoln Electric. I am signed up now but will have another billing cycle that I need to pay the $50.00 again. The $50.00 is excessive and absurd. Can\'t possibly cost them $50.00 in administration fees to manage this. The issue was not that I could not or would not pay it. This bill is paid. It was not clear to me that I needed to sign up for both. I am also concerned that other people with limited income would be charged this -- no wonder there are so many people struggling to have a roof over their head. I can see charging a $10.00 fee for not getting gas transferred into the tenant\'s name but gosh - $50.00 is my groceries for the week. It\'s also very discouraging that I am paying close to a mortgage payment of my 4500 square foot home for a small two bedroom apartment, two garages (I had three) and use of the apartment workout room.
