COMPLAINT DETAILS (from renter)

Mr. MacVane has promised several times to return my security deposit. He admitted to not putting it in escrow as required by law. I moved out on 9 October 2013. I have made four phone calls where he states that he will get me some or all of the deposit within a week or two (henceforth, the length between calls). He states that we are all having a hard time in this economy, and that he has responsibilities. He does not seem to understand that he is now two months in breach of returning the security deposit. He gets angry when I stick to the law or when I do not respond with a positive note to his excuses. All but one call has ended with him yelling at me. I don't yell or get snide in any way in return, and do not expect that kind of abuse of words, or of power, from him. We are adults, he legally owes me the deposit, and I want it returned immediately. It seems reasonable since I needed to go to the Rental Protection Agency that the monies it has cost me also be returned by Mr. MacVane. Thank you.
