City of Hammond, La. requires an inspection of electrical meter and outdoor breaker boxes before electrical utilities can be turned on. When the inspection was complete, it was found that the grounding rod was not up to code or missing. The landlord immediately turned angry and used abusive language toward Becky Slaughter. This made Mrs. Slaughter fearful and she left the premises. Chris Slaughter called the landlord for an account of the happenings and was in turn verbally accosted. A lease contract was never signed for the property. The conditions of the property were in such status before any fully binding agreement was made.
