why is it taking so long

I had given my landlord my notice on the last day in august to be out by the last day in september. It was the full 30 day written notice given in person at the office. I turned in my keys the morning of the last day in September. They sent me an invoice of all the rent and deposit paid durring my 2 years i had lived in my apartment on October 7. I had all of my rent paid in full and on time. They deducted no fees for anything and in fact noted on the invoice "thank you for cleaning so well!" It is now the 26th of October. I had researched the law and it stated that they must have the check sent out 14 days after termination of the lease or a letter with the list of fees or charges for repair or cleaning. I had called to question them on why it was taking so long they had told me that the letter sent gave them a 14 day extension from the day of the letter. From the way I understand the law is that the letter gives you an extension for the check only because of the repairs that need to be made and not when there is nothing to be repaired or paid for. Is that right?
