Who is responsible for bedbugs

Hello
We just found bedbugs in our apartment and went to see our apartment bldg manager about what we should do next. They informed us that we are completely and solely responsible, and that we have to take care of the cost of this completely by ourselves, which is in excess of $750. And if we do not comply, we could lose our apartment. Is this legal, and do we have ANY recourse??
