Who has to pay for BedBugs?

recently found what appears to be bedbugs in apt,we told manager of apt,they said they were going to send them to lab and send over a exterminator in a few days, My question is if it is bedbugs who is responsibile for paying for extermination and if it infest neighboring units will i be charged for there cost as well?If they determine that i am the only unit with this problem will that make it my responsibility?
