What to do when somebody is on death bed

My father was diagnosed with terminal cancer in May 2010.  Before that day sincew November 2009 he has been limited to his bed at home.  Finally in May my family assisted with moving him out of his home and into a hospice care facility.  We cleaned out as much as we could from the house and told landlord he could throw out the rest of the items.  The security deposit was for 3000.  The landlord came out with a bill of 6400 and subtracted the 3000 to make it 3400.  I do not know who pays bill since my father is disabled dying in a hospice.  Is he still stuck with the huge bill?  Because he does not have a bank account or anything what happens?
