What is normal wear and tear in apt. after one year?

My student moved out at end of April and received a bill over the security deposit. Which was

$225.00 and they also took a deposit (non-fundable) for $250.00

We were told the carpet, paint and cleaning were beyond normal wear and tear.

The apartment was clean but not up to there standards, they said it had to be

move in ready and cleaners had to wipe down counters, pick up a few things

to throw away (trash on balcony) and clean the ref. in kitchen. Also wipe down the

shower.  Who cleans as well as paid cleaners?   Paint? Did they touch

up? No one knows.  The carpet did have some small stains and we were told they

had to use a stain remover which was above normal wear and tear.

I was a property mgr in CA and this apartment would have been considered

normal wear and tear.
