Thin walls

I’m wondering what to do about the noise from below. Where I live the walls are apparently too thin. Had I known I would not have taken the apartment.
I can hear my neighbor clear their throat, sneeze, cough, snore, walk around, talk on the phone, etc. Did I mention they are on the first floor and I’m on the top?
What is more! I even think my neighbors follow me from room to room. I’ve checked for secret cameras because I swear if I’m in one room all of a sudden my neighbor is too. Pretty strange don’t you think!
I don’t know what to do.
