Terms and charges not clarified by Apartment management while booking

https://messenger4.providesupport.com/s/gaawge/l1j89m.gifWe have booked an apartment in foster city, CA. We have been given apartment with wrong commitments. 

1. The apartment has been advertised on website as 1050/1100 sq ft area whereas it doesn’t seem true to the size they have mentioned.   
2. While booking they didn’t show us the apartment saying that the apartment is not available right now for showing but will be ready for showing in few days but even 1 week before move-in date when we asked to show the apartment the apartment is not ready for visual inspection.   
3. we were not been clearly communicated  about all the charges like water, sewer, trash etc. now they are asking almost $175 extra above rent for all the water, sewer, trash and storage.

Now when we are denying to move-in…they are asking us to pay one month rent or to move-in 
Please guide will we get any help in this regard if we file a case against them with RPA.
