Should I pay for the monthly water meter serivce charge?

We moved to this wonderful house for 4 months. Landlord set us to take over the account in case to pay our own water bill. But the City of El Monte requires a “water meter service charge” for $28/month. I wonder if this is part of the tenant’s responsibility as utility or it’s the landlord’s responsibility since she’s the owner of the property. We have paid off for the first 4 months for $110 something, shall we keep on paying the water meter or just pay for the water usage?
