Septic and smells

Only been in hse six weeks. Plumber came and stated issues. Possibly cleaning out septic tank would get rid of smells and backups. Old plumbing and pressure gauge removed so sediment is coming into lines into house. How safe is water then? He stated he didn\\\’t have $1k to fix issues , I give him 2300 a month. What are my rights. I have a 20 month lease and only been here six weeks.
