Renter health risk!!

I have been renting a 3 bed 2 bath single level for about 5 months now. About 2 weeks ago my 14 month old son started getting a cough and runny nose. After a week went by I got the same thing so I just figured it was transferred from him. As a precaution I decided to change my air filter to a high grade hypo allergenic. When I took the filter cover off to my amazement there was NO FILTER WHATSOEVER! It looked as tough there hadn’t been one for quite some time longer than just since we have lived here. I want to report this to department of health or somebody who can take serious action, because we have been breathing in the dirtiest air possible. Can anyone point me in the right direction?
