I don’t know what else to do for my property issues ?

I have been renting my house for the past year, have had some minor complaints. I have complained time in and time out about my windows not being able to open. I have tried to open them on my own with no success  Informed my landlord of this an still he has not seemed to comply. Now my plumbing is all messed up and has been that way since Thursday. I have called and informed my landlord about the problems I am having with the sewer backing up into my home. He informed me that I would need to contact the city. Well I have contacted the city and was informed that it is a private property issue and I would need to contact my landlord. I informed my landlord of this an still he has done nothing. I am at my wites end because I can’t wash dishes or use the bathroom due to this problem. I don’t know what else to do for my property issues ?
