problem with light bill being high becouse of water heater not fixed or bad electrical wires

HELLO!! I’M HAVING A PROBLEM WITH MY LANDLORD. I WOULD SAY ABOUT TWO MONTHS AGO MY WATER HEATER STOPPED WORKING. WE FOUND OUT ABOUT THIS AFTER MY HUSBAND AND I CAME BACK FROM OUT OF TOWN. ABOUT A WEEK LATER I CALLED HER ABOUT IT. SHE EVENTUALLY SENT SOMEONE OVER TO TAKE A LOOK, AFTER A FEW DAYS OF THE MAN REPLACING PARTS ON IT HE FINALLY TALKED HIM INTO GETTING A NEW WATER HEATER, WELL EVEN AFTER HE PUT A BRAND NEW WATER HEATER IN IT STILL DIDN’T WORK. I WOULD SAY A WEEK LATER SHE SENT AN ELECTRICIAN/PLUMBER TO CHECK IT OUT. EVEN AFTER HE WORKED ON IT TWICE IT STILL WASN’T WORKING. HERE’S WHERE OUR MAJOR PROBLEM CAME IN. ABOUT A WEEK AFTER HER INSTALLING A NEW WATER HEATER I RECIEVED A LIGHT BILL THAT WAS FOR 850.00. THE MONTH PRIOR TO ME RECIEVING THE BILL WAS FOR 455.00. MY HUSBAND AND I RENT A 1 BRM APARTMENT. THE MONTH THAT THE LIGHT BILL WAS 455.00 WE WERE OUT OF TOWN FOR 2 WEEKS, BUT WHEN WE WERE THERE THE ONLY THING THAT WAS RUNNING WAS A T.V. AND 2 SMALL ELECTRICAL HEATERS. LAST YEAR IN THE SAME MONTH WE WERE USING ABOUT $2.00 A DAY WORTH OF POWER. THIS YEAR IT STATES THAT WE ARE USING BETWEEN $8.00-13.00 A DAY. THERE IS NO WAY THAT IS POSSIBLE. IT’S EITHER GOT TO BE BECAUSE OF THE WATER HEATER IS NOT WORKING, OR BECAUSE THE WIRES IN THE APT. ARE REALLY OLD AND HAVN’T BEEN REPLACED IN YEARS. I REALLY DON’T KNOW WHAT TO DO, I’VE CALLED THE LANDORD AND SHE SAYS THAT IT IS NOT HER RESPONSIBILITY. MY HUSBAND AND I ARE WANTING TO MOVE, BUT ARE NOT GOING TO PAY THAT HIGH BILL WE JUST CAN NOT AFFORD IT. I DON’T KNOW WHAT TO DO. I DON’T WANT TO HAVE TO TAKE HER TO COURT, BUT IT LOOKS LIKE I MAY NOT HAVE ANY CHOICE.
