private owner wants to rent out a home that is not livable

 My Fiancee and I were/are interested in a rental that we found on craigslist that is located in Eagle Idaho. The thing of it is the home is rented by a private owner who says he is renting the house "as is." We went and looked at the house & the smell was horrifing there was animal feces all over dirty litter boxes left in the middle of the room it was trashed. My fiancee & I stated that we would remodel the place & clean it up to get it to living conditions if he would work us a deal. He of course said No! The home is still up for rent & it is not livable, it’s a health hazzard. I thought the homes had to be cleaned & in livable conditions before going on the market? I just want to know who to contact to report this matter? Please help. Thanks
