prblm with landlord not paying electric bill

i pay to rent a room in a home.  i have usage to the entire house, the landlord has the bills for utilities in his name and did not pay the electric bill therefore the home has no electricity. there was never a lease signed, all he told me when i moved in that he would make sure i knew how much my share of the electric bill was.. he has not shown me the amt for 2 mths and claims he doesnt have the money to pay the bill.  is he allowed to do this, allow the electricity to be shut off when he knows people are living there? where do i turn to, he will not answer his phone nor does he even come over to check on things.   i am desparate..
