Not Paying Utilities, still have power

I am a new renter and first year college student and have been in a 6 month lease with my current landlord since January. The rent for my apartment doesn’t include utilities, so it is my responsibility to secure water and electricity. In the lease, it was stated that the water and power that were already running in the house would be cut off the following week upon moving in. When we moved into the house however, there was no acess to water as the landlord stated in the lease. The move in day was a holiday weeknd however, so we could not create an account to get water. We called our landlord who informed the water company to turn in back on and it was promptly turned on. The following week, it slipped our minds that we had to still call and set up our water and electric accounts. By the end of the week however, the water nor electricity never turned off as stated in the lease. Since January, our water and electricty have never turned off, and we presume at the expense of our landlord?

Are My rommates and I commiting fraud in any way by not bringing up the issue with our landlord? Or, is this situation at the fault of the landlord for failing to ever turn off the water/power?
