Neighbors loud music

Hello, I’m having a huge problem with my neighbor that lives on the first floor, I’m on the second floor. Since my wife stopped being friends with her she has been full of ignorance and vindictive, she has been playing loud music just to get under our skin, apparently she has surround sound system and the vibration drives us up the wall. I am passed the point of trying to speak to her because she is just plain ignorant, I called my land lord about this and all he says he can do is try and talk to her but he spoke to her previously and it is still going on. I went to speak to code enforcement and the law says in our town in Egg Harbor City NJ that on weekdays they have to 12 midnight and on weekends till 2am, I never heard such a thing, I’m in a catch 22, someone please help!!!!!!
