My Landlord is not doing her job.. what should i doo

So me and my mom and brother been living in this appartment for now 19years.. over 6 or 7 years ago our door bell stopped working.. we have told her that needs to be fixed.. and its 2012 and still not fixed. last month a eldery family with a grandchild had been robbed, yes they called the police but did the landlord fix the bells noo. . also my window in my room cant open.. many times i have to ask my little brother to open it..we told her about the window 4years ago.. yet still not fixed…another problem.. my wall jack in  the living room dont work and if we try to connect somethhing it would sparkle.. we told our landlord..  about alll our problems. we dont know what to do. the landlord only comes around to collect money. i would file a complain but iwouldnt want her knowing its from us. we arent paying rent for nothing.. what should we do can someone help us with some advise..
