Must Landlord Inform Tenants of Problem

A few days ago, a second floor apartment in my building (4 apts per floor/3 floors) was having a bug infestation problem and the exterminating company correcting the problem had these large heat machines, etc., they were using.  To my knowledge, bed bugs are the only bugs that heat is used to exterminate them.  The company performing the work said they weren’t at liberty to discuss with tenants due to contract being with home office, we called the home office and they didn’t know anything about it (so they say), nor did the Manager’s Office at my complex and the tenants from the infested apartment said they’d prefer not to discuss it. 

My questions are:  Can’t bugs travel through the walls to the apartment above and below?  What about across the hall?  Are the owners of the complex, by law, obigated to inform all tenants or fumigate the entire building? 

 Please advise ASAP.  Thank you.
