Molded carpet replacement or steam cleaning?

Recently the apartment adjacent to mine had a hot water leak that came through to my apartment. There is now an approximate 3 x 5 foot section of carpet that is completely molded down to the pad. When the plumber came out to fix the problem he advised us to use pine sol to clean the carpet. With three children and two adults living here I have serious concerns with the health risks from not having the carpet pulled up and replaced. Is my landlord responsible for this repair, and what can I do legally about him refusing to replace the carpet and padding? I am in the process of finding a new place to live and am worried about what will happen if I push this issue.
