low income housing

I live in a low income housign community that is under the departmetn of community health and evry year after the residents have signed their lease they keep goign up on the rent its about 15 dollars and this year if is 10 dollars but my lease says I am to pay a certain amount from July to July so are they allowed to go up on everyone rent every year even if it is a low income housing community.
