Loud neighbors

I live on the first floor i’ve been here five years,about one year ago new tenants moved in upstairs. They are so loud at night from 10:30 p.m. till about 3:00a.m. They stomp not walk, they have a little girl that wears her mom’s high heels and runs throu out the appartment, there is furniture being pushed around the entire apartment. It even seem like they have a trampoling up there.It seem as if they are getting ready for a marathon. I’ve asked if they can keep the high heels away from the little girl. Explained I have two elementry students who are having problems waking up in the morning due to all the noise that goes on at night. I’ve called the landlord,manager,even the police on this matter and nothing is being done. What else can I do?
