landlord tenant bedbug extermination responsibility.

I moved into an apartment a year ago. when I moved in my wife found a couple of tick looking bugs in bedroom, she killed them and threw away. two months later we purchased some couches at a garage sale and have come to find out we now have bedbugs. we have tried all kinds of home remedies but we still have bedbugs, landlord said we are responsible. what are our legal rights.
