Landlord requiring extra fee for water. Lease says water is included in rent. ??

I live in Bend Oregon and have a lease for an apartment that specifically states my monthly rent includes water/sewer/garbage.    I just received a typed letter (found on my doorstep) that states they are now requiring an additional $10 a month for water/sewer/garbage.     I still have 6 more months of my lease.

Do I have to pay it?    
If I refuse to pay the extra water fee, what will happen?  Will they evict me?  Can they damage my rental history because they are not holding up their end of the legally binding contract?  
There is no metering system.  This facility has never charged for water before.  How do I know they are not "reselling" the water for a profit?   This seems REALLY wrong, and not sure the easiest way out of this.  Help.
