Landlord isn’t responding to my issue of no heat!

My heat hasn’t been working for 3 days now. I have called 3 times also. I got one response, yesterday, saying she would call maintenance. I told her I’ld be home until 8 pm. He never showed. At midnight, after work, I walked in and, it’s still not on. So, I called again, left a message. No call back. So, at 10 am, I called the maintenance emergency number and he didn’t answer the phone! They hardly ever answer the phone though. But, I have NEVER missed payment! My utility bills are paid in full!

I DO know, that in the state of Wisconsin, the landlord HAS to maintain a minimum temperature of 67 degrees. It is now 63 in my place. The halls are warmer than my apt!

I just need to know, as I have researched the landlord/tenants rights handbook, how long do they have to fix this problem?

I also am on a very tight budget and can not afford a lawyer.
