Landlord Charging for Un-rentable unit after moving

Hi,
We lived in a community apartment. moved out due to roaches in the apartment. The landlord did 3 rounds of pest control which almost got rid of all the roaches. After the third pest control the landlord suddenly complains we had bed bugs in our apartment. We are moved out of the apartment and now we get a move out statement. Landlord is charging us for Painting,Cleaning and unrentable unit due to bedbugs(2 months rent). this is a huge amount in total. its nowhere possible for us to pay this.
