Kept deposit, fake charges for damages

We rented a house in Nevada from nov 2002 till June 2006. We had a good relationship with the property manager and she routinely came by the property to inspect, about every 3 months. My wife keeps her house more like a model home then somewhere you live.. Extremely clean and the PM always commented on how lovely the house was.

When the market tanked I had to find a new job, our lease was over all rent was paid. We informed her we were moving, she came over and walked the house, said we needed to clean the carpet and baseboards that was it.
A few month after moving we get this letter from her that she was not returning our security deposit of 1650.00 and wanted us to pay her over 2000 in damages, absolutely ridiculous. Sent pictures of who knows what. Anyway just decided to forget it.
We are in the process of buying a home and on our credit report it shows a collection for these bogus charges.
Is it legal to just make up stuff and have it put on your credit report?
What should I do?
