ive tried they wont go away

I have a bed bug problem and landlord keeps telling me its not his problem he brought me 2 can of spray i threw all my furnature out that was cloth cleaned everything and bought new stuff but they are back.The appartment complex has about 100 units and alot of people have them so what can i do to get my landlord to take care of the problem so i dont have to pay…cant find any laws for ohio on this issue.
