INEFFECTIVE LANDLORD

i live in a small apartment building – 2 floors – in the west valley.  in the 3 years i’ve lived there i’ve luckily only had to "deal" with the owner for 1 year due to the death of the acting manager last January.  there were angry tenants continually coming to the manager because issues were not being dealt with — and it was ALL because of the owner. he didn’t replace the manager — someone does come around but he won’t give us his information in case an issue arises and he ignores us or lies to appease us when we contact him about ANYTHING yet the issue is never resolved.  (he actually allowed 2 people to live RENT FREE in their apt for over 5 years and dealing drugs the entire time because he didn’t want to deal with it).  i’ve been dealing with drain flies in my apartment since june. the owner refused to do anything because he said they would go away when it got cold. i’m still seeing them and finally paid for an exterminator out of my own pocket which did little because the lady under me won’t deal with HER problem.  my neighbor was told his apt was ready to move in yet there was no handle nor lock on the door that opens to a major street and no blinds on the windows.  he actually paid for the handle and the lock himself so he could move in — AFTER ALREADY PAYING RENT. he moved in and his washer/dryer were non-operational and hadn’t been for MANY years quite obviously.  he had to wait almost 2 months for him to rectify that situation.  he now has a large limb from a palm tree scraping against the side of the apt building right above his 2nd floor apartment – he is home trying to recover from major back surgery (the owner is aware of this) yet the owner refuses to deal with the limb and this person can’t get any sleep.  our pool was closed by the health department in september because he refuses to have it serviced properly.  ALL of us here have had to deal with the scumbag owner.  WTF?  it does no one any good to contact him because he either completely ignores us or lies over and over.  he’s nothing but a waste of human tissue.  WHERE ARE THE LAWS TO PROTECT TENANTS FROM SCUMBAG LANDLORDS/OWNERS ?

well i actually feel a LITTLE better now.  please !  any advice would be much appreciated !

and NO —- i can’t move.
