In New York State, do noise guidelines set by a building management supercede city ordinance if the building’s rules are stricter?

My question is as follows.

 

In New York State, do noise rules set by a building management (of a rental building in NYC) supercede city noise statutes if the building’s rules are more restrictive than the city’s?
