i’m having problems with my water utility bill

i own a trailer in a mobile home park and the property owner is over billing me in water.first of all no one hardly ever checks the meter.it seems like the person they have checking the meter is just crunching numbers and guestimating on the water meter reading, which seems to be going on a lot in south florida.from month tomonth, the complete meter number on her invoice notice is always completly different and she does not specify the amount of gallons used.some bills dont even have a meter reading number they just say water bill and a amount to pay.i’ve been told that the water company only reads the master meter in which everyone in the park is on that reading.when i brought the trailer there was no water bill for eleven months,then we got a letter that says someone has been stealing water and now everyone has to pay seperately.for this month her reading showed 020054.she told me if i was to go out to read the meter days  the meter it should show the reading much higher when i looked it was0202100.something isnt right about the numbers.ive gotten bills in the past, where the meter numbers reads 015417-015913jan.4th 2012-feb.4th 2012.   gallons used4960@.01204 cents pre gallon. i thought there was a set of numbers on a meter to identify my meter from others.i also thought a couple of numbers on the meter never change.
