Hot water issue

From Dec 22, 2011, when I take a shower, hot water becomes cold after 5-10 minutes. It is happening again and again and I requested maintenance staff to fix the problem but the problem has not been fixed yet. They say they replaced water heater and when they inspect the problem it’s fine. Because I’m working it’s hard to be home during normal business hours. Just one time I could bring office person to my apartment to observe what’s happening over weekend. The person admitted there is a serious problem, but they say they can’t do anything. I suggested them to bring somebody outside who can take care of this issue, but they didn’t do so far. Why should I suffer from the maintenance problem? What can I do?
