Heating Issue

I live in Pennsylvania, I am renting a house that uses propane heat which is costing me $361.00 every 3 weeks.  I had another 100 gal tank installed on 2-4-13 billed $561, and I just checked the propane level and it is on only 25lbs which will need to be filled again on 3-4-13.  I haven’t even paid for the last fill up at the beginning of the month.  The house is still cold, my 89 year old mother has to be confined to her room to stay warm, and she is not able to be bathed regularly due to the cold house.
I told my landlord about, it he initially said to put some duck tape around the front door.  Until, I purched some weather stripping for the front door you used to be able to see daylight on the inside fo the door trim.  Air used to tunnel in from the outside.  He finally came over to help us with that, you can’t see outside any longer, but the house is apparently still cold.  Adding the extra tank did not help things any futher, nor make the gas last any longer.
I can’t afford to keep wasting money on this propane, and my house is still cold.  I need to file some type of report.  My rent is current, and has always been but I am ready to hold my rent for the month of March cause I am having the same issues.

To withhold your rent, you need to go to the clerk of court to keep everything legal and to avoid any evictions from being filed. You may need to have that house checked because it looks like, there isn’t enough insulation to keep you warm. You can file a complaint with the RPA too to get your landlord to resolve your problem on heat.
