flooded basement

we rent a apartment where the landlord has increased the monthly rent due to a washer dryer hook up in the unfinished basement. is it the landlords responsibility to keep the flood water out of the basement or what is our options about our flooding problem when the rent is higher due to the hook up in the basement which we cant use due to the flood water
