FED UP WITH BED BUGS!

I recently moved into these apartments. app. 2 weeks ago. I’ve notice bits on my infant son as well as myself. Totally clueless about where the bites came from. Until a friend advised me what to look for. I investigated and discovered, that this is a common issue among the tenants. Which also has the same pattern of bite marks and have told me bed bugs are out of control over here. I am not satisfied at all with the owners response. He has no idea what we go through on a nightly basis. I have contacted the local City Code of Compliance. He states that the owner says he sprayed. I need to see the evidence, because I don’t believe what they are using is working or even sprayed at all. At night I fully clothe my infant from head to toe making sure no skin is exposed. I vaccum daily ,I have used fogger and washed everything I own 2x, I don’t have furniture yet just an air matt. which is brand new. I spray constantly, I use garlic, and rubbing alcohol for protection. I am so frustated at this point and I just want to  leave. PLEASE HELP!
