Cooking odor due to lack of ventilation

Dear RPA,
I lived in an apartment for 6 years.
The apartment does not have Kitchen Vent, Kitchen Windows. All we have is a Hood that recirculates the vapors back into the kitchen.
I am being charged for Sealing floors and Walls. Am i responsible for these charges
