  I throught that the heat had to be turned on in the state of maryland on October 15th. As of today I do not have heat.  What state agency do I filed a compliant regarding no heat?

We signed a 30 day notice to vacate, but missed our final inspection date which was the same date we were suppose to vacate. We were one day off, our mistake.  The landlord changed the locks and refused to let us in to retrieve our belongings and clean the apartment.  Is that legal?
