Can my landlord ignore this

We have been renting from the same person since 2006. The landlord habitually ignored our request for any type of repairs until he was threaten with no rent. Now our problem is pest control or lack thereof. He always wants us to do everything on our own and deduct from rent. Although we’ve made small repairs and replaced some appliances I have no time or patience for a roach infestation. Moving at this point is not an option bc of lease contract. Can we break out lease with NO consequences from him?!
