Can a landlord charge for painting

We will have lived in our apartment just under two years come move out date. Our property management is charging us $60-$90 to paint the walls, $85+ to clean the carpets, and $14.50/hr for cleaning which they say takes 6-8hrs. I was under the impression that if you had resided in a propery for a certain time period things such as carpet and painting weren’t the tenants responsibility. Does anyone know of any legalities pertaing to this issue or have any advice on how to better research this.
