bad landlord need advice

i recently began renting a new apartment with my friend in oakland california through a place called ez loan realty in china town. its the upstairs to a 2 story house. when i started renting i signed a month to month lease with my roomate and i knew the place was a little "shadey" from the start. they wanted the deposit ($2000) and the rent (1600) in cash up front as well as the rent in cash every month. i knew that this is not the "standard" of practice but at the time i was in immediate need of a place to stay and i fugred as long as i got everything in writing including receipts for the money given to them i would be fine. just as long as i dont have any aggreement not in writing i should be fine right? well we moved in and we find out that we share an entry way (a backdoor breezeway with a door to his apt and stairs to ours) with our downstairs neighbor and our apartment does not have a door to keep him out. the landlord never addressed our request to have a door put in or seal his entrance to the breezeway. and now come to find out the apartment is being seized by the bank because the landlord hasnt been paying his mortgage. so we basically need to get our stuff out asap. like 3 days. the place isnt in the best part of town and our downstairs neighbor can just come in whenever he wants. i talked to the agent at ez loan and she says its not being foreclosed and its not her problem. she is supposed to translate for the landlord because he does not speak english. so my questions are

1. what can i do about the apartment never being secure? is that legal? am i entitled to some or all of my rent back?
2. who can i talk to about this? what branch?
3. how do i go about getting my deposit back or filing a complaint?
