Am I responsible?

I recently received my utility bill for the month of December; it’s normally about $200 but this one was $600!  I called to find out why and they said that’s what my meter read so I talked to the apartment complex and they sent someone over to look at my furnace/air conditioner.  They said it had been running non-stop but the fixed it.  The fix was only temporary b/c now it’s running non-stop again and when I told them they said they would try to get someone back out to look at it.  My question is, If I was not aware there was a problem with the apartment complex’s system – am I still responsible for the $600 utility bill that it caused?

I moved into my new apartment a month ago, they had just replaced the carpeting and all of the cabinets. 2 weeks after this took place, I got bed bugs. I reported this to my landlord and they had their private exterminater come out. I now have received a bill for $400. At the time of move in I was told that I would not have to pay for any exterminations that would be needed. I think it is very possible the bed bugs could have come in on the new carpeting or cabinets. Am I responsible for paying this fee?
