Noisy tenant

I have had several issues now about this woman who resides in the same apartment as I do, but in a different bedroom, I have had issues with her and her illegal pet, which she has left unattended and there are leash laws in place and has charged at me, I can’t even go out to eat and wash my clothes,  the leasing office told me that the dog would be gone by this weekend, and she has not removed the dog, and was told that she would do a walk in to check and make sure it was gone, which wasn’t done.  last night she woke me up arguing with her bf and high and drunk and screaming and I wasn’t sure if she was in danger or what was going on, so I called the police to help me, they told me they couldnt do much either because she lived here, and so I went to the mgmt and told them what happened and gave a case number.  Seems now i have to file a complaint with my municipal court to start serving her with some kind of legal action against her. any suggestions on who else i can contact , i have to file a complaint with my apartment complex.
