Water compnay charging me for past renter bill

Can a CA Water company make the landlord liable for a deliquent water bill from a previous renter? My new renter wants to set up their account and they wont let them unless I pay the balance of the old renter’s amount.  Also found out past renter added me as secondary account holder without my authorization. Am i protected? what can i do to not have to "bail" out past renter.

Oh yes! And they will! If you don’t have a landlord agreement with the water company, they will charge you for past or overdue payments. As a property owner, not much you can do about it.

I was going to say.. that I think property owners are the “secondary account” holders regardless. I don’t know if your tenant actually did anything wrong- with exception to forgetting to pay his water bill. A landlord agreement will protect you from this in the future.
