If our apartment is being renovate by landlord is the landlord required to put thier tenats in a safe enviroment until the renovation is complete?

Depends on the renovations, your lease and the laws in your state.

If your landlord is installing new carpet and painting… no.

If your landlord is renovating due to fire/water damage. Also no. This is what renter’s insurance is for.

Just because (upgrades) renovations of the entire apartment where you lose access to bathroom and cooking facilities, usually yes.
