Noise complaints from neighbour downstairs and uncooperative landlord

Hi,

We have been living in the 1 bedroom apt for the past 3 years. We now have a 22 month old son. A new tenant moved into the apartment downstairs and she works from home. Ever since she has moved in, she has been harassing us over the noise coming from our apartment. We have wooden floors that are carpeted and they creak a lot (even if we tiptoe). Our son is very active and he loves to play. We are both working professionals and I am a high school teacher. I leave the apt with our son every day at 6:30 am and we come home at 4:30-5 pm. Our son goes to bed at 8 pm. The lady downstairs, lied to the leasing office about us exceeding the occupancy limits and they called us to inform that a complaint has been filed and to verify if this were true. She has banged at our door and has harassed my husband of US not moving out. We spoke to the leasing office many times and told them that we were willing to move to a lower level apartment that has concrete flooring, but the will NOT give us an apartment. They want us to vacate the apartment in JUNE and we have asked them many times as to why they are not willing to offer the apartment. They keep saying they want the apartment back. On Thanksgiving eve, when we returned from work, cops showed up at our door, saying that a domestic violence complaint was filed. The ldy downstairs lied to the cops. The cop came in and found out that we were not partying or doing anything else. He saw our son and understood the situation. After a couple of weeks, schools were closed due to a storm. We started hearing screams from the floor below and this really stressed our baby out. We called the cops to check on her and make sure she was ok, but it seems she was screaming to get our attention. New Year’s Eve, cops show up again asking if there was an issue and after seeing our son, they leave. I am tired of her attitude and the lack of cooperation from the leasing office.  I cannot tie my son to a chair and we cannot stop walking in our apartment. Please advise on what we should do.
