can a landlord do this?

.I moved into an apt exactly a year ago, the landlord wanted a sec deposit of 1100.00.
which i wave paid 600, 00 of. about a week after moving in the oven did not work, it has to be lite by myself turned on, but the fire does not go up to cook anything in it, So i told the landlord this every month.. So after a year he finally came to look at it and states as soon as I pay him the balance of the sec deposit he will put another stove in.
I don’t feel that the sec deposit has anything to do with the oven. He knew when I moved in that the oven did not work from the lady that lived here for 35 years.. but did not tell me that when I moved in. Now it’s been a year, I refuse to pay the bal of sec and I still do not have a oven that works, so I do not cook here. Now not only doesn’t it work, its dangerous.. the fire in the oven when turned on blows out, so we are sitting in a house smelling gas, the first time it did it about 30 mins.. Now they raised the rent and want me to sign a lease I was never given a copy of the first lease. what can I do

can a landlord do this

Payed first months rent and security. Landlord showed me the lease said he’d type it up and would return it for me to signed. But for unforseen circumstances I can’t take the appartment. Called him on the 5 th after not having moved in he call me back the 7th saying he can only give me my security. Caan he do that?

can a landlord do this?

I NEED TO KNOW IF IT IS LEGAL FOR A LANDLORD TO TURN 2 APARTMENTS INTO 1 AND LEAVE IT WITH 2 DIFFERENT METERS FOR THE GAS AND ELECTRIC. HE RENTED ME THIS PROPERTY AND DID NOT INFORM ME PRIOR TO SIGNING A LEASE AND MOVING INTO THE APARTMENT THAT I WOULD HAVE TO PAY TO 2 GAS AND 2 ELECTRIC BILLS. SO IS IT EVEN LEGAL THAT HE DIDNT CHANGE THE METERS TO 1 AND ALSO THAT HE DIDN’T INFORM ME OF THE SITUATION ALSO?
