Bed Bug Problems

We were required to sign a bed bug addendum when we signed the apartment lease. We started to notice bed bugs a few months after we moved in and notified the property manager who told us we would be responsible for treatment cost. We went ahead and had the treatment done and a few months later they are back again. Now I am told we will have to pay to have it treated again. Is there something I can do so that I am not liable for the cost of treatment. The first treatment failed and they obviously came back a few months later. To be honest with you I think they were there when we moved in and they are going to be there until the landlord can get the whole building treated which she told me could also be my responsibility to pay to have the other units treated. I just need some advice on who should have to pay for the treatment.
