Rent Raised unexpectedly

our manager at our complex has been avoiding us we had an appointment to sign our new lease and he was out of town we have a letter from back in feburary that if we signed a new lease our rent would not go up we are getting close to our dead line and fear that they may raise our rent. do we have to sign a long term lease or just go month to month?
can they raise rent without some notice?
